As Christmas dawns, give a thought to folk who had to undergo the privations evident in nearly every one of the six vesels detained by the Maritime & Coastguard Agency in November.

The Maritime & Coastguard Agency, MCA, says that six foreign-flagged ships were under detention in UK ports during November 2010 after failing Port State Control, PSC, inspection.

Most Sky, little warmth

Most Sky, a 1,972 gross tonnes general cargo ship owned by Er-Em Shipping and Trading of Istanbul is not so much a Turkish delight as a Turkish disgrace. So says the Mersey River pilot who conducted her into Birkenhead, the Maritime and Coastguard Agency to whom he reported her condition and which has detained her indefinitely, the crew and the International Transport Workers Federation.

The four-year old vessel was previously detained in Setubal, Portugal, for 36 days in 2008.

The pilot expressed concerns not only about the condition of the vessel, but also the fact that nobody on board could communicate in English.

ITF inspector Tommy Molloy is currently representing the interests of the Azerbaijani, Georgian and Turkish crew of the vessel. Molloy had himself been alerted to the condition of the ship through ITF colleagues in Turkey; they also reported that the company had a history of non-payment of wages.

An inspection revealed that there was no fresh fruit, vegetables or bread on board; the shower and toilet facilities were appalling and there was no heating. Crewmembers pooled their limited resources to buy bread from a local shop and put together makeshift heating, for example, by rigging a security light and using an old kebab grill. A maritime solicitor has helped the crew to secure the arrest of the vessel in a bid to win back wages owed to them as well as repatriation costs. There is also a separate claim against the vessel as a result of salt water damage to the steel cargo.

Molloy commented: “The conditions on board this vessel are among the worst we have seen. The crew has to continue living in these appalling conditions while they wait for their wages to be paid and to be repatriated. The vessel is only four years old but it looks about 20. It appears that nothing has been spent on maintenance. It is difficult to guess how long the vessel might remain here, but it won’t leave until all deficiencies have been put right and all claims satisfied.”

Ocean Sun

At 03:49 Tuesday, Humber Coastguard was alerted to a fire in the engine room of the gas platform standby vessel Ocean Sun. The vessel is 70 nautical miles ENE of Flamborough Head with gale force 8, easterly winds on scene.

The vessel confirmed that the fire had been extinguished at 03:52hrs and had regained power to one engine. However, because of the vital role the standby vessel plays to the gas rig, arrangements are underway to have the vessel replaced by another standby vessel. It is currently thought that it will take at least 18 hours for a relief vessel to arrive.

The 58 metre Ocean Sun is standing by the jack-up rig Ensco 72. The vessel has 12 persons on board. Humber Coastguard is broadcasting Pan Alerts to inform vessels approaching the area of the situation and is putting contingency plans in place to keep the crew and vessel safe until the relief boat arrives. A search that began on Wednesday for a tug and barge caught in a cyclone off the coast of Oman has been stood down after both vessels were located and 23 people rescued.

Falmouth Coastguard was informed of the incident at 14.06 on Wednesday when the UKMTO, United Kingdom Maritime Trade Organisation, contacted it to say that they had been in contact with the owners in Mumbai, who in turn had been contacted by the tug Roma reporting that they had been towing the crane handling barge Kanta and had got into difficulty three hours before and been unable to contact the authorities in India to request assistance.

Eight non-UK flagged ships were under detention in UK ports during February 2010 after failing Port State Control (PSC) inspection says the UK’s The Maritime & Coastguard Agency, MCA. Monthly figures show that there were 4 new detentions of foreign flagged ships in UK ports during February 2010 and 4 vessels under detention from the previous month. The overall rate of detentions compared with inspections carried out over the last twelve months was 3% this is slightly down from January’s twelve month rate.

Among the detentions is the notorious Baltiyskiy of rag-in-a-crack fame.

imageNine new detentions in November, and one carried over from October, show just how little certain shipowners, some flag states, and others who should know better, care about the lives of the seafarers on their vessels and even the vessels themselves. These detentions were not matters of minor paperwork not being in order, they were matters that should not have happened and which, if not rectified, put every seafarer on them at risk.

Bridge Alarms on the Button for Denmark

After the general cargo ship KAREN DANIELSEN collided with the Great Belt Bridge in 2005, Denmark and the Bahamas submitted a proposal to the UN’s International Maritime Organization (IMO) on a carriage requirement for a bridge navigational watch alarm system. The system triggers an alarm if the OOW is incapacitated, e.g. has fallen asleep. The significance of such a system was once again made topical with the collisions off the Danish island Bornholm earlier this year.

Based on the Danish proposal the IMO Sub-Committee for Safety of Navigation (NAV) agreed to forward the proposal to the Maritime Safety Committee (MSC). MSC is now to decide if new ships must be equipped with a bridge navigational watch alarm system as of 1 July 2011. With regards to existing ships, the Sub-Committee agreed that, the equipment should be installed in connection with the first survey after 1 July 2012. The same applies to other ships over 3,000 GT. Ships below 500 GT and 150 GT the deadline for installation is 1 July 2013 and 1 July 2014 respectively.

The proposal from the Sub-Committee is now pending the approval by the Maritime Safety Committee (MSC) at its session in November this year. Since it is a matter of new mandatory regulations, the International Convention for the Safety of Life at Sea (SOLAS) stipulates a number of provisions on the coming into force of the regulations, which leads to the above mentioned phasing in of the requirement on a bridge navigational watch alarm system.
