Many of today’s seafarers come from countries where healthcare facilities are limited and may be unable to handle an outbreak of Ebola Virus Disease, which has already killed almost 900 people in West Africa.  Three global shipping organisations have expressed concern about the potential exposure of ship’s crews  to the disease and have issued joint guidelines to their members on the risks posed in countries affected by the Ebola virus.

Ebola emerged in 1976 in 2 simultaneous outbreaks, in Nzara, Sudan, and the Democratic Republic of Congo. The present outbreak has struck Guinea, Liberia and Sierra Leone. There is no cure and treatment largely consists of mitigating he symptoms (See graphic). Nine out of ten people infected die. Continue reading »

MOBGuidelines to help shipowners comply with a new International Maritime Organization regulation requiring ship-specific plans and procedures for the recovery of persons from the water, have been launched today by the International Chamber of Shipping.

Under the new SOLAS Regulation, from 1 July 2014 all ships are now required to develop plans and procedures identifying both equipment to be used for recovery purposes and measures to minimise the risk to shipboard personnel involved in recovery operations.

ICS Marine Director, John Murray, says: “This guidance outlines practical steps that shipowners and  may wish to consider when developing the necessary plans and procedures, including advice that existing on board equipment may be identified as suitable for the recovery of persons from the water.  In the majority of cases, the carriage of additional dedicated equipment will probably be unnecessary.” Continue reading »

John Murray: “in view of the potential danger presented by ECDIS operating anomalies, ICS will continue to monitor the situation very closely.”

On 1 July, new mandatory IMO requirements for Electronic Chart Display and Information Systems, ECDIS entered in force, something which the International Chamber of Shipping has long supported provided that sufficient electronic navigation chart availability could be met before the phased-in carriage requirements first become effective.

Says ICS “Disturbingly it has become apparent that not all ECDIS systems may be fully effective, with the International Hydrographic Organization, IHO, advising that some systems have reportedly failed to display significant underwater features in the ‘Standard’ display mode, necessitating the continued use of paper charts”. Britain’s Maritime Accident Investigation Branch has described as ‘regrettable’ the reluctance of the container industry to tackle what it believes is a ‘widespread fallacy’ that container vessels do not need to reduce speed for heavy weather. The comment is part of the MAIB annual report for 2008 which describes correcting the fallacy as ‘critical’ following the report on the structural failure and subsequent beaching in heavy weather of MSC Napoli in Branscombe Beach on 18 January 2007.
