An unexpected surprise

Spud barge Aarsleff Jack III left a nasty pile behind while on an easterly course  in the South of Gedser Traffic Separation Scheme, TSS, in the western Baltic Sea. Three hours later a containership, Johanna, made contact with the piles, holing her above the waterline.

In the early afternoon of 18 December 2011, the tug Westsund was towing the barge.  During the tow operation one spud pile – barge leg – on the barge came loose, lowered itself, hit the seabed and broke off. Later that afternoon, another spud pile came loose and lowered itself to the seabed, resulting in the barge grounding. After an unsuccessful attempt to repair the jack-up unit holding the spud pile, the second spud pile including a pontoon broke off. Continue reading »

Bret A. Simpson, the owner of Principle Metals, LLC, has pleaded guilty in US District Court in Tacoma to two criminal violations of the Clean Water Act; failing to report a discharge of oil, and unlawfully discharging oil into the Columbia River near Camas, Washington. The failure to report offense is punishable by up to five years in prison, while the unlawful discharge offense is punishable by up to one year in prison.

Simpson admits that he was informed about oil left on the barge Davy Crockett while conducting salvage operations. However, Simpson failed to have the oil removed before workers started cutting up the metal barge. When the first oil spill occurred in early December 2010, Simpson failed to notify authorities and failed to take any affirmative steps to monitor the vessel or protect it from natural forces and further structural damage.

Subsequent spills in January 2011 led U.S. Coast Guard investigators to identify the Davy Crockett as the source and initiate a federally funded cleanup effort. Ultimately the US Coast Guard spent eight months and about $20 million working with environmental authorities to clean up the spill and remove the derelict barge from the river. Continue reading »

Hong Kong’s  Director of Marine has ordered an investigation into a collision that occurred early this morning (December 7). Meanwhile, the Marine Department’s Maritime Rescue Co-ordination Centre is co-ordinating a search and rescue operation for seven missing crew of a sand barge involved in the collision.

At 3.15am, the Marine Police received a report that a sand barge with 14 crew members on board and a container vessel with nine crew members collided east of Tung Lung Chau.

The sand barge capsized and is semi-submerged at the southern tip of Tung Lung Chau. A marker buoy has been laid to mark the position.

image US Coast Guard crews are responding to a barge explosion that occurred at Superior Docks in Ingleside, Thursday.

Two men were treated for minor injuries and released.  Bystanders rescued one man, who was thrown into the water when the barge exploded.

A watchstander at Coast Guard Sector Corpus Christi received a call at 3:12 p.m. from the captain of a tugboat, who reported he had just witnessed a major explosion at Superior Docks.  The witness stated that the blast was so strong, it blew his boat’s windows out.

Bridge Alarms on the Button for Denmark

After the general cargo ship KAREN DANIELSEN collided with the Great Belt Bridge in 2005, Denmark and the Bahamas submitted a proposal to the UN’s International Maritime Organization (IMO) on a carriage requirement for a bridge navigational watch alarm system. The system triggers an alarm if the OOW is incapacitated, e.g. has fallen asleep. The significance of such a system was once again made topical with the collisions off the Danish island Bornholm earlier this year.

Based on the Danish proposal the IMO Sub-Committee for Safety of Navigation (NAV) agreed to forward the proposal to the Maritime Safety Committee (MSC). MSC is now to decide if new ships must be equipped with a bridge navigational watch alarm system as of 1 July 2011. With regards to existing ships, the Sub-Committee agreed that, the equipment should be installed in connection with the first survey after 1 July 2012. The same applies to other ships over 3,000 GT. Ships below 500 GT and 150 GT the deadline for installation is 1 July 2013 and 1 July 2014 respectively.

The proposal from the Sub-Committee is now pending the approval by the Maritime Safety Committee (MSC) at its session in November this year. Since it is a matter of new mandatory regulations, the International Convention for the Safety of Life at Sea (SOLAS) stipulates a number of provisions on the coming into force of the regulations, which leads to the above mentioned phasing in of the requirement on a bridge navigational watch alarm system.
